In the Btcc regulations, does it state that during bad weather (as in the third race at rockingham) all drivers must put on their headlights, and if there is and the driver can't/won't is there a penalty that can be applied?

They must have their lights on when they fit wet-weather tyres.

If they fail to do so, within 3 laps of us notifying the team that the driver has not done so, then they are called-in.
